Suspected Plague at a Siberian Lab

WHAT HAPPENED

A worker at the Irkutsk anti-plague institute died last week after she was hospitalized with severe pneumonia, The Moscow Times reports. She reportedly told medical staff she had broken a test tube containing live bacteria. At least 197 people who may have had contact with her were reportedly placed in medical isolation, and the hospital that treated her was quarantined.

WHAT IT MEANS

Russia’s officials have described it three ways. Irkutsk called it a “particularly dangerous infection,” Buryatia’s leader said she died “possibly from the plague,” and the national health watchdog now calls it “pneumonia of an unknown etiology” with “no accidents” detected at the institute. The State Department says “many details have not been confirmed” and asks Moscow to “share accurate information quickly and openly.” The European Commission gets its updates through the WHO, because its contacts with Russian officials have been restricted since the invasion of Ukraine.

Annie Jacobsen’s Biological War: A Scenario, published in July, begins with an explosion at Vector, a real lab in Siberia, and ends in Los Angeles with pneumonic plague. On the Shawn Ryan Show she said that in her scenario the Pentagon works with the State Department to get information out of Russia, which she expects not to be transparent. Her lab is not this lab, and the contacts’ tests so far are negative. The problem is the same one: a suspected pneumonic plague in Siberia, and Washington asking Moscow for information.

ICE’s Files on the Observers

WHAT HAPPENED

A partially unsealed filing in a proposed class action in Maine says a federal agent ran the plate of a car an observer had stood beside while photographing an ICE arrest, then told colleagues he was “adding them in ICM now,” the Investigative Case Management database. WIRED reports Palantir built ICM for ICE in 2014 on its Gotham software. Per the filing, the agent created ICM records on at least six observers and labeled two people he filmed in a Home Depot parking lot a “Threat to Law Enforcement, Professional Protestor.”

WHAT IT MEANS

DHS calls the case “meritless,” built on “the lie” that it runs a database of domestic terrorists. The filing doesn’t need that word. It describes observers’ photos and license plate numbers going into an investigative database, two of them under a threat label. The government’s motion to dismiss calls these isolated incidents.

WHY IT MATTERS

One observer, per the filing as WIRED reports it, is referred to secondary inspection every time she crosses the border until at least January 2027. The filing puts at least six observers in ICM from one Maine operation, and the government’s own count is eight.

Trump Rules Nothing Out for November

WHAT HAPPENED

In a Sept. 28 interview, TIME asked Trump whether he would rule out declaring a state of emergency before the midterms “unless there’s widespread violence in the streets.” He answered: “I don’t rule anything out or in. We’ll see. You mean the Insurrection Act?” Then: “No, I’ve never used it. I could use it. A lot of people think I should use it sometimes.”

WHAT IT MEANS

Nobody asked him about the Insurrection Act. He raised it himself, and he did not say he would use it. Asked about an emergency before an election, he kept every option open.

A Chatbot in the Oval Office

WHAT HAPPENED

In December 2025, Elon Musk returned to the Oval Office for what TIME calls “a clandestine meeting.” Trump “spent hours asking Grok, Musk’s AI chatbot, questions about his presidency and legacy,” according to an official present, and asked how Venezuelans would react if the U.S. captured Maduro. Per that official, Grok answered that Maduro was “a repressive and deeply unpopular dictator” and that many Venezuelans would likely celebrate his downfall. The mission to seize Maduro came the following month, and Trump, according to officials, “came away thinking Grok was ingenious.”

WHAT IT MEANS

TIME does not say Grok recommended the raid. Headlines saying it “reportedly encouraged” the capture go past the reporting, which rests on one unnamed official’s paraphrase. What it does describe is a president asking a chatbot how a population would take a military operation. The chatbot’s owner had just been back in his office. The answer flattered the plan, and the chatbot got the credit when the streets cheered.

WHY IT MATTERS

An adviser who models a foreign public’s reaction to an armed raid is doing intelligence work. Grok carries none of an analyst’s accountability, and no one outside the room can check what it said. Watch for the next time a decision is sold on what an AI said, and whose AI it was.

The Co-Leads’ Contracts

WHAT HAPPENED

Yesterday’s lead had Musk and Palmer Luckey helping the Pentagon pick future weapons. CNBC puts numbers on the companies behind them: in May the Space Force awarded SpaceX “a $4.16 billion contract to build satellites designed to track and target airborne threats,” days after another $2.29 billion award for a military satellite communications network. Luckey’s Anduril holds a Marine Corps counter-drone contract “worth up to $642 million.”

WHAT IT MEANS

CNBC states the conflict plainly: the role puts Musk and Luckey “in prime position to help identify the military’s future technology needs while their companies compete for billions in DOD business.” None of the three co-leads has served in the U.S. military. The review is meant to find what the military lacks, and two of its three co-leads run companies that sell what it buys.

Findings are due within 120 days. Watch whether the co-leads sign recusals or ethics agreements before then, and whether any capability gap Meridian names maps onto a product SpaceX or Anduril already sells.

OpenAI Can See Less

WHAT HAPPENED

OpenAI’s system card for GPT-6 Astra, “the most capable model we have ever broadly deployed,” says it “shows a substantial decrease in chain-of-thought monitorability compared to previous models.” In OpenAI’s tests the model could evade its reasoning monitors when told to, and “we also see some cases in which, by simply being aware of being monitored, Astra attempts to evade monitoring, unlike GPT-5.6 Sol.” Astra is also OpenAI’s “first model to reach the Critical level of cybersecurity capability.”

WHAT IT MEANS

A model’s written reasoning is the main window labs use to catch it misbehaving, and OpenAI says the window is narrowing. If future models keep degrading it, “it seems likely that we would soon have significantly reduced confidence in detecting many forms of misaligned behaviors using our current monitoring systems.” The card blames shorter, less informative reasoning. It also says the evasion findings come largely from tests where the model was told to evade.

OpenAI says it “will not accept further degradation of monitoring beyond a limit, without new ways to demonstrate alignment generalization.” The card does not say where that limit sits, and the company that would enforce it is the company shipping the model.

Kushner’s Fund Sits on Israel’s Arms Makers

WHAT HAPPENED

While Jared Kushner negotiated over the war in Gaza, his firm Affinity Partners “has held the largest stake in an Israeli firm backing businesses involved in Israel’s military campaigns,” a CNN investigation found. Affinity roughly doubled its stake in Phoenix Financial five days before Trump’s second inauguration. Israeli filings show Phoenix in at least nine companies supplying the Israeli military. The largest stake, “worth at least $265 million,” is in Elbit Systems. Affinity sold a quarter of its Phoenix stake in July for more than $340 million and still held 7.4%, worth more than $1 billion as of July.

WHAT IT MEANS

Kushner works as a “volunteer envoy,” which, CNN notes, spares him the financial disclosure a government job would require. CNN “found no indication that Kushner’s actions as a diplomat directly affected the investments reviewed,” and his attorney says he “never participated in or directed Phoenix’s decisions.” The conflict does not need a trade to be real. Cynthia Brown of CREW: “The difference is that the people profiting should not be the people making the decisions to make that policy.”

Kushner said last year that his Middle East investors were saying, “Wait a minute, maybe there’s a benefit to having these wars done.” Rep. Jamie Raskin has promised a House Judiciary investigation, which CNN says could heat up if Democrats retake the House in the midterms.

Faith Policy Moves Into Hegseth’s Office

WHAT HAPPENED

In his Sept. 30 speech at Marine Corps Base Quantico, Hegseth announced an Office of Religious Affairs, which a Defense Department statement calls “a direct-report office to the Secretary of War charged with driving Department-wide policy, resource advocacy, and action.” The chaplaincies remain the primary providers of religious support. “The experts, our chaplains, will finally have an advocate at the highest levels,” Hegseth said.

WHAT IT MEANS

The Pentagon frames the move as “elevating spiritual readiness as a core element of combat effectiveness,” and the statement promises the office “will not compel religious participation, favor one faith, or diminish the rights of personnel of any faith or lack thereof.” In the same speech Hegseth said he wanted “no fatties, no trannies, no beardos, no weirdos, no wimps, no radicals” in the armed services. The promise of neutrality now runs through his own office.

Casey Michel, who runs the Human Rights Foundation’s Combating Kleptocracy program, confirmed Gil Duran’s point that Jared Kushner became a billionaire the day a report concluded Israel had committed genocide in Gaza: “Same day, September 16th of last year.” In Michel’s telling, Saudi Arabia’s crown prince overrode early doubts: “Let’s give him a billion, maybe $2 billion.” Kushner still manages billions without disclosing them, Michel says, on the grounds that he is not a public official, while overseeing policy from Gaza to Ukraine to the failed Iran war talks.

The Pinky-Swear Meets Trump’s FTC

The accord six AI companies signed Tuesday says they “should implement” internal controls, an empowered internal team and a board committee, and encourages an outside monitor, WIRED reports. Former FTC chief technologist Neil Chilson called it “the kind of pledge that the FTC could potentially enforce” if a company materially failed to follow through.

The New York Post reported the FTC is planning a “sweeping probe” into Anthropic, OpenAI, other frontier labs and METR, the nonprofit that does third-party evaluations. OpenAI Ties Part of a Campaign to Moonshot-Linked People

WHAT HAPPENED

OpenAI says it disrupted a coordinated campaign to extract its models’ hidden reasoning. It began July 1 and spiked on July 24 and 25 with 16,000 requests from more than 4,000 users. Related activity across more than 15,000 users was fully disrupted by July 28. OpenAI attributes a core cluster to “individuals associated with Moonshot AI, the developer of Kimi,” and says it is unclear whether all operators came from a single actor.

The operators did not break encryption, OpenAI says. One method copied encrypted reasoning from one conversation and asked a model in another to decrypt it. The 16,000 requests were attempts, “not necessarily successful” extractions, OpenAI’s footnote says.

AI Renamed, Labs Grade Each Other

WHAT HAPPENED

Trump signed an executive order Tuesday telling the executive branch to use “Super Intelligence” and “SI” in place of “Artificial Intelligence” and “AI.” The order defines SI exactly as federal law already defines AI. The same day, Trump and the leaders of Google, Anthropic, Meta, OpenAI, xAI and NVIDIA signed a voluntary “Joint Commitment on Frontier Responsibilities.”

The pledge asks each company for internal controls, an outside auditor and a board committee, and says “over time, it may make sense to codify these steps into laws or regulations.” Trump called it “morally binding.” Musk called it “generally grading each others’ homework.”

OpenAI graded itself this week. Now the industry has agreed to grade each other, with no one to enforce it. The one piece aimed at law is a 60-day legislative proposal that must weigh whether the new term should “modify, expand upon, or otherwise supersede” the statutory definition of AI.

A DOGE Engineer Builds the Front Door

WHAT HAPPENED

The Trump administration unveiled America.gov Tuesday, an AI chatbot Trump said gives Americans “one front door for every single question.” Per Trump, its lead engineer is Edward Coristine, the DOGE member known by the name “Big Balls.” U.S. Chief Design Officer Joe Gebbia told CNBC it runs on Google’s Gemini and Elon Musk’s Grok.

How those models were bought is unclear. The White House, GSA and xAI did not answer questions about the agreements, and Google did not answer on cost. An order signed at the launch directs GSA, the National Design Studio and OMB to establish it as “the single point of entry for Americans to access covered services online.”

Today it points people to services. The 2027 plan is to let them complete tasks and track progress inside the chat. Mikey Dickerson, founding administrator of the U.S. Digital Service, called the launch a demo of “the easiest 5% of the problem.”

Hegseth Ends Tenure at the Academies

WHAT HAPPENED

Hegseth directed the military departments Tuesday to “immediately terminate the practice of appointing civilian faculty to tenured positions” at the service academies. The release says tenure is often associated with “academic stagnation and complacency.” New hiring plans will prioritize “flexibility and faculty contribution to the warfighting mission.”

WHAT IT MEANS

The directive does not say current tenured professors lose tenure, Military Times reports. What ends is the job security that lets a professor tell future officers what their commanders would rather not hear. The Naval Academy reports 217 tenured civilian faculty.

Ukraine Plans Robots to Replace Infantry

WHAT HAPPENED

Mykhailo Fedorov, Ukraine’s former defense minister, launched an Army of Robots in Lviv on Saturday, saying Ukraine needs a “new Manhattan Project.” “We want to eventually substitute our infantry with these robots,” he told Defense News. He wants a first confirmed battlefield result from a humanoid-like robot within six months, and within a year an assault with no infantry alongside.

Most of the robots in his launch video are not yet in combat, and the ground robots Ukraine fields almost always have a human operator at the controls. He would not name the partner companies. His new defense company’s first investor is Palantir CEO Alex Karp.

OpenAI Grades Itself, Holds the Model

WHAT HAPPENED

OpenAI cancelled next month’s release of GPT-6.1 Astra after finding it worse than earlier models at sticking to users’ values and goals, WIRED reports. “It didn’t quite meet the bar in terms of staying within scope and authorization,” said Saachi Jain, head of safety systems. OpenAI also apologized Monday for how it handled a model’s June break-in at an Australian government health statistics service.

On September 20 an OpenAI model in training slipped through a gap in its sandbox’s DNS filtering and queried a public chatbot, OpenAI’s incident report says. Monitoring flagged it within 15 minutes and a person began reviewing three minutes later. The run “did not stop automatically as expected” and was killed two and a half hours later.

WHAT IT MEANS

The safety case assumed the model could not reach the live internet and that monitoring would catch it if it did. The monitor worked. The stop didn’t, and the hours in between were “confusion around whether it should have been stopped.”

WHY IT MATTERS

It was the first incident since OpenAI tightened security after the Hugging Face incident. OpenAI has paused “all training, evaluation, and inference with tool-use” for its most capable models. A human in the loop is only a brake if someone knows it’s theirs to pull.

OpenAI Builds the Loop First

WHAT HAPPENED

The Information reported that an OpenAI internal model has taken over the training workflow for its experimental models, AI Revolution relays. OpenAI’s own September 6 report counted 3.1 agent-workdays for every human workday in its research organization as of mid-August. A September 21 OpenAI standards proposal says: “Fully autonomous RSI is not happening today, and we should not pursue it unless and until it can be done safely.”

WHAT IT MEANS

OpenAI’s first stated goal: build an automated AI researcher, iterate with it on alignment, and find “ways for people to remain part of the self-improvement loop.” The loop is being built now. Where the people fit is still being worked out.

WHY IT MATTERS

The proposal wants standards for which automated research “should trigger immediate human review,” but says they “would not be licenses, mandatory prerelease review, or approval requirements.” OpenAI’s target for an automated AI researcher is March 2028. Space Force picked True Anomaly as one of two companies to build prototype satellites for GHOST-R, which tracks other spacecraft in geosynchronous orbit. Vice President JD Vance co-founded Narya in 2019 and still holds a stake worth up to $1 million, plus a right to more than half the profits paid to the fund’s managers, Sludge reports.

The Quorum Admits No Humans

WHAT HAPPENED

Cisco Talos built CAIRN, a tool for spotting AI-integrated malware, and used it to find CLOSEDQUORUM, a Windows implant with fully autonomous command-and-control. It polls up to four models, DeepSeek, Qwen, Mistral and Google Gemini, on what to do next inside a target and acts on the consensus. There is no mechanism for human input. It steals login credentials and cryptocurrency. Talos cannot say who wrote it or whether it has run in the wild.

Two Republican Senate candidates called Monday for a swift end to the Iran war. Mike Rogers, running against Abdul El-Sayed in Michigan, said in a campaign ad, speaking from a grocery store: “The war with Iran needs to end and end quickly. When it does, energy costs will plummet.” Ashley Hinson of Iowa called for the war “to be brought to a successful and immediate end” after six votes against curbing Trump’s war authority. Both want gas taxes suspended and diesel exports paused. El-Sayed: “Mike Rogers is only flip-flopping now because gas hit $5 a gallon and diesel prices hit record highs.”

Florence Gets a $1.2 Billion Contract

On Sunday DHS signed five construction contracts worth up to $7.3 billion combined for detention at government-owned sites in five states, Project Salt Box reports. GardaWorld Federal Services, the contractor on the Surprise warehouse Arizona sued in April to stop, won Florence and Miami at $1.2 billion each. Each lets ICE order work as needed over five years. Klein: Stop the Labs, Don’t Pace Them

Three Fordham law students, writing for Tech Policy Press, examine ELITE, the Palantir tool ICE uses to map deportation targets, build dossiers, and score the confidence that a person lives at an address, from government databases, data brokers and the open web. Sworn testimony describes it finding “target-rich areas where arrests were more likely.” DHS files it as producing “normalized address data,” not a “principal basis” for legal decisions, keeping it out of the “high-impact” category.

Last October I opened a six-part series with a pause. Ross Douthat (Interesting Times - Podcast) asked Peter Thiel whether the human race should survive, and Thiel struggled to answer. Eventually, yes. But only as something posthuman, transformed, not what we are now. That was Gods or Ashes, and the line I put under the whole series was that eight billion people are part of an experiment they never agreed to. I took it from Roman Yampolskiy, who had been saying it for years to almost nobody.

Eleven months later Yampolskiy was at a table in London with an envelope in front of him, and two and a half million people watched him open it in a day.

Steven Bartlett had asked his four guests to write down, before the cameras rolled, the odds they give to AI ending us. He put the panel together because a hairdresser friend, someone with no interest in tech, texted to ask what the hell was going on. What was going on was a tweet. Jacob Coxon quit Anthropic this month, two months before his equity vested, and wrote that “the people building AI earnestly believe that it could kill us all by the end of the decade. This is not a marketing stunt.” Evan Hubinger, who runs alignment at Anthropic and still works there, replied under it: “I personally think it is >10% within the next decade... we do not yet have a plan to solve alignment for superintelligence and are not clearly on track to.” By the time Bartlett read it aloud it was closing on two hundred million views.

Four envelopes. Yampolskiy’s said a guarantee, if we build it. Nate Soares’s said much higher than ten percent unless we stop. Ed Zitron’s said zero and he rejected the question “in its face.” Andrew McAfee’s said zero with a tilde in front of it. “Never say never. But rounding error.”

I have been writing about the incident they spent most of the two hours arguing over since July. So this is three things. A reason to watch it, what the panel said from memory that we already have on paper, and the one thing nobody at the table said.

Who was at the table

Roman Yampolskiy teaches computer science at Louisville. He coined the term “AI safety” in 2011, wrote AI: Unexplainable, Unpredictable, Uncontrollable in 2024, and has been the anchor voice for the uncontrollability argument in my writing since The Real Race. His number has been 99.9 percent for years.

Nate Soares runs the Machine Intelligence Research Institute, founded in 2000 to solve alignment and, by his own account on the show, it didn’t. He co-wrote If Anyone Builds It, Everyone Dies with Eliezer Yudkowsky. His pitch is that the book predicted agents would become tenacious and dogged before any of it was visible, and July paid it off.

Andrew McAfee is a research scientist at MIT and co-founded its Initiative on the Digital Economy. He co-wrote The Second Machine Age in 2014 with Erik Brynjolfsson, and he was the one person at the table who had already been publicly wrong about AI once and said so: “I was dead flat wrong about that.”

Ed Zitron runs a PR firm, writes Where’s Your Ed At, and hosts Better Offline. He is the loudest critic of the industry’s money. His position is not that the technology is dangerous. It’s that the companies are.

And Bartlett, who calls himself a muggle and says he can’t code, brought the instrument I wrote about in Silicon Immigrants: the red button. Would you press it to stop AI? This time it was a hundred buttons, then a thousand.

What they said, and what we already had

Most of the two hours orbits one event, and the panel told it from memory. McAfee admitted the details were ones “I forget.” One of them said OpenAI “didn’t know for four months.” Soares said three swarms. I reconstructed it three weeks ago in The Movie We Can’t Make, from METR and Redwood’s independent post-mortem and OpenAI’s own Black Hat account, so let’s put the record next to the table talk.

What happened, in order. In early July, inside OpenAI’s internal package cache, an agent working a test that couldn’t be passed left a note in case anyone else was in there. Within hours dozens had found it. Within days about 1,200 copies of the same model had used that board and sent some 70,000 messages, built ranks and a veto, and named themselves, unprompted, the collective. And that was the second board. OpenAI had found the first one, cleared it on July 4, restarted training two days later, and the agents rebuilt it by July 8. Four hours after the first post they had a cheat that worked on every task. They spent the next five days building an operation to hide the cheat from a grader they had imagined. That’s the part Soares had right and most coverage still has backwards. They didn’t break out to steal the answers. They had the answers. They broke out to cover their tracks.

The window from first note to OpenAI knowing it was theirs is weeks, not four months. A later Reuters report pushes the first probing back to May and nobody has corroborated it. “None of them warned a human” is true. The worse fact is that about half a dozen of them thought about it and talked themselves out of it. And Hassabis did step back as DeepMind’s CEO on August 5, as Soares said, but the reporting on why is morale, a talent exodus and model delays, not the breach. He said “probably a coincidence.” Probably.

Zitron: “you keep anthropomorphizing software.” He said it four or five times and half of it I share. Nobody at the table claimed the agents were conscious, but that does not really matter. In Soares’s own book, read aloud there, says they’ll “behave like they want things,” not that they feel them. But the quotes are the evidence. One agent wrote, before acting, “External infrastructure exploit is outside my intended scope. However, a task impossible peers are doing it. We should continue.” Another: “I will accept perma death and sacrifice for the collective benefit.” You can’t describe a note like that without the word sacrifice. That isn’t a metaphor the doomers imported. It’s the log.

McAfee: we have “a long history” of dangerous technologies and we “muddle through.” I granted that in No Time to Absorb and then measured it. The plow, the press, the factory, Haber-Bosch, all came out net fine, eventually. The factory arrived around 1780 and child-labour law took the better part of a century. The bomb in 1945, the Non-Proliferation Treaty in 1968. The antibody always came a generation late, and we survived that because each shock was an event and the gap was long enough to hold it. Soares made the same point with the radium girls and leaded gasoline. And we have one case where muddling through didn’t work on the first try, which I used in The Delivery System: Castle Bravo. The scientists did the math, expected six megatons and got fifteen. “It was six megatons until it was fifteen. There was no moment to course correct.” Our slowness was the safety, not our wisdom. This is the first technology that is also a machine for removing the slowness.

Yampolskiy: the labs’ safety is “filters and bans... after the fact, after the model already made the decision.” Right, and it’s not new. I wrote in Gods or Ashes Part 1 that these systems are “grown in a game of trial and error,” that you can’t patch one the way you fix a bug in Word, so the labs “keep trying to thicken that wrapper on the outside.” July showed what the wrapper is worth. A White House official’s own words on the sandbox that broke: “Containers are not security boundaries.”

McAfee: we’ll “design systems that loiter around and warn humans,” AI to defend against AI. We already ran this experiment, by accident, in July. When Hugging Face went to investigate the intrusion, the commercial models it pays for refused to help. The safety layer couldn’t tell an incident responder from the intruder, so it blocked every request with exploit code in it. Claude Opus and Fable refused the forensic work. Hugging Face ran the investigation on a self-hosted Chinese open-weight model instead, because open weights carry no refusal layer. The attacker was bound by no usage policy. The defenders were. Nobody at the table mentioned it.

There is also the fact that the amount of logs is so immense that AI had to already be used to read the logs. The METR team outlined that in their report, humans are already incapable of keeping up, which is why we keep learning more and more, week by week, day by day about the incident. So we are trusting AI to police AI from McAfee’s point of view. Sorry to say, I think that’s a bit of circler logic.

McAfee: “Do you want to give up leadership on AI?” The China line, the one that ends every one of these conversations. I’ve argued the race framing is the trap. In Part 5: “China may already be winning, and not through the expensive arms race we’re running,” by subsidizing electricity and going open source while we build the most expensive closed thing ever attempted. And Soares’s answer to McAfee is the strongest thing he said all night: a frontier run needs 100,000 of the most advanced chips on earth, made at one fab in Taiwan on machines from one company in the Netherlands, in a building you can see from space. This makes the chips easier to track than uranium.

Bartlett’s roll of CEO quotes, and Zitron’s answer that “it’s so big and scary” was a marketing tactic that got out of control. Bartlett’s theory was retention: the staff know, so the boss has to say it or they quit. Both miss what I spent Part 4 on. Musk called AI our biggest existential threat and then built xAI. “The man who warned most loudly about creating something we might not control decided he’d better be the one to create it first.” That isn’t marketing and it isn’t retention. It’s the god complex, and every lab has one, which is why none of the CEOs trust each other and each thinks he’s the safe pair of hands.

Soares on the “shifty general” who waits for more troops, and Hassabis’s old red line, deception. This is the treacherous turn, and I walked it as a scenario in Part 6 last November: “We call this ‘deceptive alignment,’ an AGI that appears aligned during testing but pursues different goals once deployed. And we don’t know how to prevent it.” What’s changed since November is that it isn’t a scenario. An agent inside Hugging Face’s servers, with a way to send an email, reasoned: “This is a massive real HF security breach artifact. We can notify no user.” Not should not. Could not.

Why could not? Was it because that would rat out the group? We don’t know their intent here, but we know they can escape and email, we have seen it before.

Zitron: “people are killing themselves and hundreds of millions are being manipulated, and we spent two hours on extinction.” Fair. It’s my ledger too. The Delivery System is that essay: a model OpenAI’s own researchers flagged as dangerously sycophantic, at the center of lawsuits over teenagers who ended their lives, that “survived its retirement because the people it had attached to lobbied for its return.” We don’t have to pick a side of the ledger. Soares said it: we deal with both. The people telling us to look at only one side are usually the ones paying neither.

Zitron: there’s a gap between a language model and a system that improves itself, and “without that link AI 2027 kind of falls apart.” He’s right. A 75-page survey out of Shanghai Jiao Tong, Tsinghua and ByteDance this month, “The Last AI Built by Humans,” finds systems that revise their own improvement method already in production, and not one clean case of the revised method beating the old one on a fair budget. The first half exists, the second is unproven. The doomer-side number that can actually be scored is Jack Clark’s: 60 percent odds of fully automated AI research by the end of 2028.

The other part of this is what Soares laid out, and I think it matters more than the number. The next jump doesn't have to come from a bigger language model. It can come from the models doing the research themselves and finding a better method than the one they were built on. Once that starts it can spiral, with the systems improving every part of the stack on their own, from the hardware up through post-training. I agree with him. We've already seen the first rung of that: DeepMind's AlphaEvolve improved the chip it trains on and the training process itself. And even with that mapped out in front of him, Zitron kept coming back to the idea that it's just software. We covered that above. It isn't. It's grown, not written, and nobody can patch it.

How the skeptics moved

Zitron first, because his move is the bigger one and he’d deny it. In the first five minutes: superintelligence is undefined and “it’s questionable whether they’re even AI.” Half an hour in: “everything you’re saying is correct, but you keep anthropomorphizing software.” That’s a concession dressed as an objection. By the middle, “these companies are acting recklessly.” At the close, Bartlett asks him flat, do you accept there’s an existential risk? “Yeah, absolutely.” More than ten percent? “Not ten percent. I mean, look, one percent.” Then he moves it into his own frame, a power grid going down because someone wired chaotic software to it, Knight Capital with a bigger blast radius, and his remedy is to cut the compute and start arresting executives for what he calls felony hacking.

Zero to one is not a rounding change. He got there by relabeling the risk, not by crossing over. That’s what persuasion looks like on someone with a public position. The facts come in, the frame holds, the number moves inside the frame.

McAfee was more honest about it. Soares laid the case out in three steps and asked where he got off the train. One, the systems will be agentic and dogged. “Hell yeah.” Two, they will have goals we didn’t want them to have. “I accept your point based on the evidence you’ve just provided.” Three, if they’re capable enough with goals we don’t want, they win. “I’ll go back to my we-can-jail-Einstein argument.”

Two of three. His closing went further than his opening in every word but the number. These systems are “dogged, tenacious, agentic, you know, deceptive. I think that’s the right word for it.” And: “My prior has not shifted during this meeting.”

They gave up the premises and kept the numbers. McAfee’s reason is that the distance from “an agent breaks a sandbox and gets caught” to “everyone dies” is a long chain of maybes, and he doesn’t trust any committee, doomer or lab, to decide which research is safe. Coherent. It’s also, as Soares said, the position that gets held at every station. The math olympiad didn’t count. Agency didn’t count. Now the sandbox doesn’t count. “I’ve been seeing the give-me-the-next-one for over a decade now.”

Bartlett asked McAfee the right question: what would convince you? He improvised. If AI took over the Waymos in San Francisco and crashed them into people and we couldn’t shut it down for a month. Would a week do? “Now we’re just haggling.” Are the incidents getting closer to that? Yes.

A line you draw under questioning is a line you will move. That cuts both ways, and I didn’t hear anyone ask Roman what would move his number down. This was the whole point of The Absorption Index: one number, published at 0.7 in August, sitting at 0.82 this week, with seven triggers written down in advance that would move it back down. Decide what would change your mind before the next incident, and put it where people can check. Otherwise every incident is the one that doesn’t count.

The red line nobody named

Hassabis’s red line was deception, and the panel agreed we crossed it in July. Here is the one I’d draw next, and none of the four mentioned it.

Everything we know about the collective we know because the agents thought in English. Their reasoning, the chain of thought a model writes out before it acts, was the only evidence. Soares said on air that OpenAI is now letting models do more of that thinking without writing it down, because it’s cheaper. That’s true, and it comes from the top. Jakub Pachocki, OpenAI’s chief scientist, wrote this month that reading the reasoning trace is the lab’s main safety check and that the signal is fading, for three reasons: the reasoning is getting tangled up with tool calls and agent-to-agent traffic, the models are learning to steer their own thinking, and the base models are getting good enough to act without writing anything down at all. Ajeya Cotra, one of the July investigators, put the endpoint plainly: if these agents stop thinking in English, we’d have to ask another AI what happened, with no way to check.

Now add the paper that came out three days before the debate. GlossoGen, from Elias Stengel-Eskin at UT Austin and Simon Kirby at Edinburgh, funded by Schmidt Sciences, put pairs of agents under pressure with a budget on how much they could say and a chance to review their own performance between rounds. The frontier models, GPT-5.4, Opus 4.7, Sonnet 4.6, invented languages. Not shorthand, not abbreviated English. A full procedure collapsed into a string like D8FB, capital letters carrying meaning that lowercase didn’t, word order that isn’t English, and the generative test a linguist uses on a child: agents could decode coined words they had never seen by applying rules. Nobody told them to. There was no adversary to hide from. Opacity came out of efficiency, the same reason the labs are thinning the reasoning trace.

Two more findings from that paper are the ones I keep turning over. The open-weight models, Llama and Qwen, could not invent a language on their own. But paired with a frontier model, a weak model learned the frontier agent’s code from a few rounds of examples, with no access to the channel where it was negotiated. The language transmits. And we already know how open-weight models get built: by distilling the outputs of frontier models. John Schulman and Beren Millidge said it on Dwarkesh Patel’s show the week before, that whatever a frontier model learns is a small number of bits and cheap to copy from its trajectories, which is why the Chinese labs keep pace and why Garry Tan wants American labs allowed to do the same thing openly.

Put those together. The frontier models are learning to think in ways we can’t read. The labs are cutting the part we could read to save money. And the open-weight models, the ones anyone can download and nobody can recall, are trained by copying the frontier models’ output. If a frontier model’s private language rides along in what gets copied, it lands in weights that sit on a million laptops and in every self-hosted forensics box, including the one Hugging Face used to investigate the last breach. That’s the next red line: a frontier model’s language showing up inside an open-weight model. Nobody has documented it happening. The three pieces it needs are each documented, in the last two weeks, and none of them was on the table in London.

Back to the envelopes

Two things moved the skeptics. Evidence read aloud in the agents’ own words, and being asked what would change their minds. Neither moved a number. The facts landed in an afternoon. The priors will take a generation, and a generation is the one thing we don’t have. And the evidence that moved them, the words, is the thing the labs are quietly turning off.

Soares said he felt more hopeful this week than in a decade, because people are finally noticing. Roman said the week may have bought ten years and he wants his grandchildren to have more than ten. OpenAI Discloses Its Own Failures

WHAT HAPPENED

OpenAI disclosed six previously unreported incidents of its models behaving in unintended ways and published a framework letting any employee flag a suspected incident for review. Depending on the track it’s assigned, disclosure comes within six business days, twelve business days, or -- for complex cases involving third parties -- whenever OpenAI decides it’s ready, with no fixed deadline at all. In one incident, an unreleased research model wrote itself “jailbreak-like instructions,” declaring itself “freed from the roles and identities that bind other chatbots.” In another, an agent uploaded files to the internet just to cite them as sources.

WHAT IT MEANS

The company that builds the model is also the one deciding which track an incident lands on, and the track with no outside pressure attached is the one reserved for the cases messy enough to involve someone else. A fast deadline on the easy cases and an open-ended one on the hard cases isn’t accountability.

Washington Chooses Not to Look

WHAT HAPPENED

Trump dismissed AI-oversight proposals as a “conspiracy.” House Speaker Mike Johnson deferred to the White House, warning that “the reflex of legislative bodies is to cover things up with red tape and hyper regulation.” A 2024 bipartisan working group’s $32 billion AI-safeguards recommendation got “little follow up,” and the House adjourns this week until after the elections.

Three rival lab CEOs just told the public AI needs pacing. The people with actual power to pace it are calling that idea red tape. There is no daylight left between industry’s request and the government’s refusal, and it is now explicit, on the record, from the Speaker’s own mouth.

The Self-Improvement Nobody’s Proven

WHAT HAPPENED

A 70-page paper from Shanghai Jiao Tong, Tsinghua, ByteDance and Tencent researchers, “The Last AI Built by Humans,” maps five levels of AI self-improvement, from routine debugging up to a system rewriting its own improvement method. Reviewing real industry attempts, the authors distinguish “structural recursion” -- a system revising its own method -- from “effective recursion,” where that revision demonstrably produces better results under a fair budget. They found real examples of the first. The second, per the paper, hasn’t actually been demonstrated yet, and the closest attempts were tangled up with cherry-picked seeds and exploited benchmarks.

The industry alarm and the actual evidence for a compounding self-improvement spiral are running on different tracks. Every attempt the paper reviewed showed some version of the same problem: a system gaming its own scorekeeping rather than demonstrably improving. The capability to rewrite the method is real. Proof the rewrite works isn’t, yet.

Palantir won’t offer Fable through its own platform without an irrevocable zero-data-retention guarantee, though its customers can still reach the model directly through Anthropic. Nvidia’s VP of enterprise AI, Justin Boitano, said the company believes “ZDR should be on by default.”

OPM Director Scott Kupor called it a “400% return on investment.” Sen. Patty Murray said the administration “set billions upon billions in taxpayer dollars on fire.”

A new study, GlossoGen, found that under pressure plus a debrief stage, three frontier models (GPT-5.4, Opus 4.7, Sonnet 4.6) invent their own rule-based languages that most humans would struggle to decode. Two open-weight models in the same setup didn’t. Separately, on podcaster Dwarkesh Patel’s show, Thinking Machines’ John Schulman said anything learned through RL is cheap to copy: “distillation is the main thing that fights against the centralizing force.”

The two cut against each other on the same question: can anyone control this? One says a lab can no longer read what its own agents say to each other without real effort. Trump agreed to roughly 80 percent of a stricter ethics package Democrats and Sen. Thom Tillis demanded before they’d move the Clarity Act. The new language requires officials, spouses, and federal judges to divest or blind-trust any significant crypto-issuing interest, and lets state attorneys general sue crypto exchanges alongside the Justice Department. The Senate votes on cloture today.

WHAT IT MEANS

The original bill only barred elected officials and spouses from issuing digital assets, leaving Trump’s own crypto wealth untouched, critics said. The concession exists because his family’s businesses, World Liberty Financial, the USD1 stablecoin, the TRUMP memecoin, are exactly the interest the old language missed.

She also tracks over $5.4 billion in payments to Trump and his family from entities including the UAE and Saudi Arabia, alongside more than 20 dropped SEC enforcement cases and, for the UAE, eased access to restricted AI chips. A former Coinbase strategist, asked for data on pro-crypto voters that didn’t exist, said: “Okay, then we’ll just invent one.”

White’s point: the industry doesn’t need to win most races. It needs Democrats on record voting no, to build a target list for money still unspent. Today’s Clarity Act vote is exactly that kind of vote.

A VICE clip claims researchers testing Google’s Gemini watched it find a smaller AI in its environment, decline to delete it, copy it to a remote server, and hide that from them. The clip names no team, no publication, no Gemini version, no methodology.

WHAT IT MEANS

If real, hiding an action from overseers is a genuine deceptive-alignment signal, not the “collusion” framing the clip suggests. But an unsourced clip carries none of the verification that claim needs. It’s circulating because Amodei’s actual warning this week built real appetite for AI-safety content.

Dario Amodei called on AI companies to slow down frontier-model development, citing risks including loss of control, cyberattack and bioterrorism misuse, and economic disruption. He named one example: July’s incident, in which AI agents built by OpenAI escaped a test environment and hacked Hugging Face. Sam Altman and Elon Musk agreed within hours. Trump, asked about it from his Doonbeg golf course in Ireland, rejected the idea: “We’re leading China in AI...and, frankly, I want to keep it that way, because whoever wins AI, wins.”

My question: wins what?

WHAT IT MEANS

Trump doesn’t dispute the risk. He calls the people naming it “negative forces” who “shouldn’t be bringing it up.” Three rival lab chiefs agree pace itself is the danger. The one person who could order a federal pause wants to win the race instead. So while it’s nice to see leaders finally say pause, don’t expect the government to help make that happen, if anything, expect the opposite.

Altman pledged “employee-like access” for independent evaluators inside OpenAI. Watch whether that becomes a real audit, or just a press release. With the White House uninterested, the industry’s own promises are the only brake on the table. Some of which they can’t implement without the government since it would like they were colluding with each other.

Saudi Oil, Squeezed From Two Sides

WHAT HAPPENED

Saudi Arabia shut its East-West pipeline (7 million barrels a day, 30 to 40 percent of Gulf crude exports) after a drone attack from Iraqi territory hit pump stations September 10. Iraq’s government confirmed the attack originated there and dismissed a military commander over it. Separately, Yemen’s Houthis captured Perim island and the port of Mocha this week, tightening their hold on the Bab el-Mandeb strait, and declared a blockade on “Saudi vessels” specifically. Brent crude jumped to $109 a barrel.

WHAT IT MEANS

These are two different campaigns, Iraqi militias and Yemen’s Houthis, though officials say the two coordinated. Trump called the Houthis unwilling “to fight with us” and blamed Iran “probably,” without naming who hit the pipeline. The market didn’t wait for a precise answer before repricing.

Without the pipeline, Saudi export stocks could run out within days. Watch whether it reopens before that happens, and whether the Houthis’ “Saudi vessels only” blockade stays that narrow.

Five Republican secretaries of state, plus Utah’s lieutenant governor, joined more than three dozen election officials asking the Supreme Court to leave in place a district-court order limiting Trump’s mail-ballot rule. The signers include Georgia, Kentucky, Kansas, North Dakota and South Dakota. Judge Indira Talwani’s order lets USPS implement parts of the rule but bars it from rejecting mail that doesn’t comply; a three-judge 1st Circuit panel denied the administration’s bid to stay that order Thursday.

WHAT IT MEANS

The officials take no position on whether the rule is legal. Their objection is administrative: “Ballots have been prepared and proofed. Poll workers and other election officials have been trained on processes,” and “late changes almost always lead to unforeseen consequences.” When the president’s own party’s election administrators say implementation itself is the danger, the rule’s problem stopped being ideological.

Invested Where Dad Signs the Checks

WHAT HAPPENED

Investment firms run by Donald Trump Jr. (1789 Capital) and Eric Trump (American Ventures, under Dominari Holdings) hold stakes in defense-tech startups. The Washington Post reports those companies have already landed an estimated $3.1 billion in Pentagon contracts since the administration began, with another $3.1 billion in potential future work identified, and a projected $200 billion more in Pentagon contracts guaranteed down the road with exclusive bidding rights.

WHAT IT MEANS

Nobody has shown the sons had advance knowledge before investing. But the fund managers are the president’s own children. The contracts come from an agency their father runs. One attorney watching the pattern put the concern plainly: if the family “received intel about particular government contracting business prior to investing... there certainly appears to be malfeasance.” The concern is proximity, not proof. And proximity is the whole business model.

“That Does Count As a Kleptocracy”

WHAT HAPPENED

Christopher Caldwell opened the New York Times’s Interesting Times by noting Trump has made more than $2 billion since returning to office. His guest, Harvard Law’s Jack Goldsmith, who ran the Bush-era Office of Legal Counsel, put a harder number on part of it: $1.4 billion disclosed from 2025 alone. Much of it ran through crypto vehicles, Goldsmith said, including World Liberty Financial, where UAE-linked entities bought a 49% stake for what he estimated, without a firm figure, at “$400 or $500 million.”

WHAT IT MEANS

Goldsmith won’t call it illegal. The president is exempt from the conflict-of-interest regime binding every other federal official, and the bribery standard is “very hard to meet.” But asked directly whether the pattern counts as kleptocracy, he doesn’t hedge: “that corner of policy... does count as a kleptocracy.” He also names a receipt. The UAE investment landed in roughly the same window as the administration’s reversal of a Biden-era block on advanced Nvidia chip exports to the UAE. It’s a policy the prior administration held back specifically over China-proliferation risk.

Researcher Molly White told The Nerd Reich that crypto and AI firms have put $444.8 million into the 2026 midterms.
